Butalbital and Butalbital/Aspirin are listed as schedule III. No specific mention is made of Butalbital APAP (Fioricet)
There is also an exempted prescription drugs list at:

Many forms of Butalbital/APAP are listed, but I am not really sure what it all means.

It is on many pharmacy regs documents as exempt. Also, on drugstore.com all of the other butalbital combos bring up the 'controlled drug, special ordering instructions apply' message, except for the APAP combos.
My guess is that it is not.
